Very much possible. Excavation for that black cotton, foundation slab around 1.5M. All wallings around 1 M., then shutter (beams, koroga etc) ground & 1st floor, piping (elec, plumbing etc) around 1.23M.

This is poorly done, and to make it worse, I can’t see the columns.
