Black, Japan is 99.9 percent Japanese, the whole of Japan have no garbage bins in the cities, there is no dirt on any street, there are systems in place in every area of the government where everything works. You visit a fish or meat market no smell of fish, no one on the road selling anything, electric lines are neat or underground, all drains covered, their is law and order without police telling anybody anything, people build anywhere in nigeria, almost zero planning by civil servants, nothing is maintained, its the culture that needs changing from early childhood, you have been on a crusade saying exactly what has to be done, if you know why most nigerian don't know? Ban on touts requires a lot the government must firstly establish and effective terminal opperation through the town planning, abolish market system and establish street rotational and sectional market system weekly , sponsor officials from these sectors on trips to learn , lets wake up to coppying whats right good from other countries of the world
