Logic consistently flies over the governor man's head either deliberately or due to his inability to process the level responsibilities that is attributed to those who decide to share palliatives to a significant number of people. There is an expected significant level of planning to ensure the orderly procurement of such a process even if it is out of magnanimity and not a constitutional responsibility!!!
