I therefore present the following figures calculated using some of the parameters provided: With only 26 Testing Centres, 8 working hours per day, and 10 minutes testing time per car, the daily testing capacity is about 1,248 cars, for all the testing Centres. This contrasts sharply with a daily testing requirement of about 11,900 tests if we assume there are 3 million cars in Lagos. The capacity is simply not available for now. The compliance of 10% of vehicles tested approximates the testing capacity currently available which is in fact impressive. I suggest more work should be done to address the shortfall in capacity by establishing many more centres and stretching the working hours.

You can pass your rd worthiness anywhere in Nigeria. Provided it is valid period. Is not a must to pass it in Lagos.
