The image appears to be of a building under construction.
A reverse image search on Yandex suggests the image is the bamboo scaffolding in Hong Kong, China.

A 23 October 2012-dated article featured the image in question to illustrate bamboo scaffolding with the headline, “BAMBOO BOYS”.
Similarly, the image was published within the context of sustainable engineering on Pinterest with the description:“Bamboo scaffolding in Hong Kong”.
According to the South China Morning Post, “Hong Kong is one of the last places in the world where bamboo is still widely used for scaffolding in construction. It’s flexible, strong and cheaper than steel and aluminium — metal alternatives that are now more commonly used in mainland China and elsewhere in Asia.”
The article further explains that bamboo has been used in construction throughout Chinese history and that, “bamboo scaffolding doesn’t require sophisticated machinery or complex tools to erect, just skilled workers with nylon ties.
