You just have a solution, now you are looking for the problem. The cost and operation of this could have built a hospital in the area. You are just SOLVING A PROBLEM THAT DOES NOT EXIST. You just saw this used in another African country (experimentally) to solve a REAL problem and decided to push it on the citizens. No one ever came to you to complain that they cannot deliver medications by boat or canoe; the problem is that there is no medication to deliver.
