The issue is their jobs are hard, you can't make them until retirement. Apprenticeship is hard, badly paid and offers breeding ground for bullying and the worst, everyone in society believes you're an ex prisoner or just dumb.
And all those things for a wage slightly above minimum wage. Why would anyone do this hard work of you can just stay in a office, earn just as much and don't work in bad weather.
